Local Housing Strategy 2004 - 2009

Foreword

Councillor Anne RoberstonIt gives me great pleasure to see Aberdeenshire's Local Housing Strategy completed. I am aware that many people have been involved in putting the strategy together, including partners, stakeholders, community groups, as well as the Council's own staff.

Our thanks go to all those who have been directly involved in helping develop the strategy, and to those who have taken the time to make their views known and who have influenced the strategy.

The strategy describes an exciting but challenging time in relation to housing issues in Aberdeenshire. There is a clear and substantial need for affordable housing across Aberdeenshire and the strategy has identified this as a key priority to tackle. We are also aware that the condition of housing in parts of the private sector is a significant issue. It is clear that these and other issues cannot be adequately addressed by the Council alone. Effective partnerships and co-ordination of efforts are essential if we are to be able to implement the strategy effectively.

I can give an assurance to partners, stakeholders and community groups that the Council's commitment to delivering this strategy is absolute. We look forward to working with others and to seeing the implementation of the strategy making a real difference in tackling housing issues within Aberdeenshire's local communities.

As the strategy is a large document we have split it in to individual sections.

Supporting Information

Here we provide the detail on the delivery of the Local Housing Strategy (LHS). There are six sections:

Section 1 - Aberdeenshire Facts and Figures

Aberdeenshire Facts and Figures gives an overview of housing market issues and needs.

Section 2 - LHS Action Plan

The actions required to deliver the 10 Strategic objectives of the Strategy. It describes how these priorities will be translated into action, dates by which we expect to complete or take the action planned, who will be responsible for taking the action, what resources are required to complete the action and what measures will be achieved to determine the success of the action. The Actions will be taken not just by the council but also with major contributions from its partners.

Section 3 - Resources

What resources are currently available, what is required to implement the strategy and how any shortfalls will be addressed.

The resources can include financial investment, human resources, capacity of organisations to deliver, assets such as land and property, partnerships to maximise resources and the fact that some resources are time limited.

Section 4 - How We Plan Our Services

Where the Local Housing Strategy fits into the range of plans for Aberdeenshire and how the LHS will help deliver the aims of the other plans and strategies.

Section 5 - Monitoring and Evaluation Framework

Each of the strategic objectives will be measured for success against outcomes, indicators, targets and timescales. A Monitoring Report will be produced annually. A mid term evaluation will be carried out in October 2006 with a full review by April 2009.

Section 6 - Consultation Plan

This plan identifies the consultation process undertaken in developing and finalising the Local Housing Strategy. It also identifies the methods in which the LHS will be subsequently implemented, monitored and reviewed.
