Scottish Public Services Ombudsman

The SPSO investigates complaints which fall within their jurisdiction only after they have been through the formal complaints process of the organisation concerned. Any complaint to be investigated must be forwarded to the Ombudsman within 12 months of the matter being first raised with the council.
