Protecting and Improving Public Health
[Administrator] Q: Are we all drinking to much? Is this something to be ashamed of or is it just our way of life? Is it really only a problem in the larger cities? When asked how much of a problem various social issues were in Scotland, 96% of adults described alcohol abuse as a problem with 3/4 describing it as a big problem. Alcohol abuse is perceived to be more of a problem than drug abuse, crime, and anti social behaviour. (SCJS 2008/9)
 
[Administrator] Q: Should the information contained on drinks labels be improved? Should alcohol drinks labels carry information on the number of units, a message about responsible drinking, guidance on NHS limits, a warning about alcohol consumption when pregnant and the logo for Drinkaware, a responsible drinking website? Should such labelling be compulsory if manufacturers do not comply with the current voluntary labelling agreement?
 
[Administrator] Q: How can alcohol problems in Scotland be tackled? A number of proposals have been suggested, this includes minimum pricing, introducing a social responsibility levy, raising the purchase age to 21, lowering the drink drive limit to zero, increasing licence fees for off-sales premises and limiting caffiene to 150 miligrams per litre of alcohol. How effective do you think these proposals will be in tackling these problems?
 
Protecting Children From Harm
[Administrator] Q: Do you allow your to children drink alcohol? A majority of 15 year-olds and just over half of 13 year-olds surveyed in Scotland report having consumed a whole alcoholic drink. Of those surveyed 11% of 13 year-olds and 31% of 15 year-olds said they had consumed alcohol in the last week, and half of 13 year-olds and 72% of 15 year-olds had been "really drunk" at least once. (Scottish Schools Adolescent Lifestyle and Substance Use Survey 2008.) It is just a socially acceptable norm? It is really a responsible method used to introduce our children to alcohol?
 
Securing Public Safety
[Administrator] Q: Should petrol stations be allowed to sell alcohol? Is it acceptable for petrol stations in rural areas to sell alcohol where there are no other grocery stores? Do you think this encourages drink driving? Or is there no causal link between the two?
Question from Resident in North Aberdeenshire: What are the statistics relating to assaults within licensed premises, in Aberdeenshire, using glassware? I would think that the number would not be that high as the use of glassware as a weapon is steeped in the past and predominately used in the central belt and city areas. Social responsibility seems to have been accepted by the majority of pub users, who would rather have a good time than get involved in fighting. With new training in place for on-trade and security staff these incidents should be eradicated. I would however agree that for one-off events, such as marquee dances and tented fundraisers that all drinks, be it alcoholic or soft, should be dispensed into disposable plastic cups. This would alleviate any fears of assault and would assist in the good running of such events and would also comply with some of the five licensing objectives.
[Administrator] Unfortunately, these statistics are not available to the Licensing Forums and therefore cannot provide this information on this occasion. It is interesting to see your points relating to disposible plastic cups and the Forums would like to hear other points of view on this subject.
Preventing Crime and Disorder
[Administrator] Q: Do you agree that the introduction of a social responsibilty fee? It has been suggeseted that such a levy should be applied to some alcohol retailers to help offset the costs of dealing with the adverse consequences of alcohol misuse?
Preventing Public Nuisance
[Administrator] Q: Do you think the consumption of alcohol on public transport is a problem in Aberdeenshire? Alcohol has been banned from all public transport in London. Or is it the volume of alcohol consumed by individuals prior to using public transport which causes problems?
