Consultation on the Proposed Plan

Aberdeenshire Council consulted on the proposed plan and associated supplementary guidance in July 2010. Around 2900 responses were received, on over 5750 topics. The responses received were evaluated and those that raise issues that relate to the proposed plan have been passed to the Scottish Government Directorate of Planning and Appeals for examination. Responses received that relate to supplementary guidance have been considered by the Council.

The Proposed Plan

The responses received that raise issues relating to the proposed plan were published in schedule 4 forms to be passed to the Scottish Government Directorate of Planning and Appeals for examination. Issues that relate to the proposed plan include those which

  • Raise issues with the format and process of developing the plan;
  • Object to the terms of the policies of the plan ;
  • Question the settlement strategy adopted;
  • Question the scale or location of land allocations; or
  • Object to the requirements of the plan relating to developer contributions or affordable housing.

On 31 March 2011, Aberdeenshire Council submitted the proposed plan and completed schedule 4 forms to the Scottish Government Directorate of Planning and Appeals. Further details on the Examination process are found here. The DPEA have up to 9 months to audit the submissions and make changes to the proposed plan.

The Supplementary Guidance

The responses received that do not relate to the proposed plan (i.e. supplementary guidance) are not subject to the Examination process, but are considered by the Council.  Issues that relate to the supplementary guidance include:

  • Detailed policies to be used to determine planning applications;
  • Detailed site boundaries;
  • Site and settlement specific developer contributions; and
  • The extent and nature of protected land

Summarises of the issues raised and the proposed responses relating to the supplementary guidance policies and sites were published in seperate schedule forms and can be viewed below (NB these draft schedules will be revised shortly in light of the recommendations made by the Area Committees and Infrastructure Services Committee, see below).

In May and June 2011 the Area Committees considered these schedules and agreed the supplementary guidance (sites), subject to changes they proposed. On 23 June 2011, the Area Committees conclusions and officers recommendations on the supplementary guidance (policies) were considered and accepted by the Infrastructure Services Committee, although these policies cannot be adopted until the Local Development Plan itself is adopted, and may be subject to further change in light of the Examination process.
