STAG

Scottish Traffic Appraisal Guidance (STAG) involves working towards a modern transport system

The STAG manual requires the following approach to be followed when formulating a transportation strategy.

  • Integrated approach based on a proper understanding of problems and opportunities
  • An objective-led approach (with emphasis on the links between objectives and problems and opportunities)
  • The use of measurable objectives as a means to identify progress
  • Consultative approach to development

By applying the STAG format, based on the Governments five objectives (environment, safety, economy, integration and accessibility) NESTRANS have produced a set of transport system options for assessment.

The package of transport improvements described as the Modern Transport System (MTS) was identified through the Government's 'Sustainable Transport Study for Aberdeen' and further work carried out by Halcrow. These studies were used in the development of both Councils' Local Transport Strategies.

The MTS has been tested using the STAG methodology with only testing on the Aberdeen Sub Area Model (ASAM) of the Transport Model for Scotland (TMfS) remaining. The ASAM and TMfS are Multi-Modal-Models that will allow the transport and cost benefit analysis of the various options to be compared. This work shall commence in September/October 2002.

The Modern Transport System (MTS) represents a package of integrated transport measures to be implemented over the period to 2015

The MTG represents a package of integrated transport measures to be implemented over the period to 2015. It comprises:

  • Western Peripheral Route
  • Trunk Roads
  • Park and Ride
  • Bus Priority Measures
  • Aberdeen Crossrail
  • Strategic Rail
  • Rail Freight
  • Airport / Access to the Airport
  • Shipping / Harbours
  • Urban Realm
  • Cycling, Walking and Safer Streets
  • Travel Plans/ Travel Awareness
  • Maintenance of Existing Networks

The MTS is presented as a well-balanced package of measures intended to achieve the objectives and resolve the problems identified in the MTS STAG analysis being carried out by both Councils and their NESTRANS partners. It will contribute to the economic well-being of the region and consequently Scotland.
