Pavement, double and dropped kerb parking ban
With changes to Scotland wide parking legislation, councils have powers to enforce a ban on:
- Pavement parking
- Double-parking (more than 50cm from the edge of a carriageway)
- Parking at dropped kerbs installed for pedestrian or cycle usage
The rules are in place from 11th December 2023. Drivers could be fined £100 for these parking offences but we will be running an awareness raising campaign first, highlighting that.

Exemptions
There are some exemptions in place that allow pavement parking, such as:
- Emergency services and medical practitioners responding to an emergency, accident or their normal operation
- Deliveries and collections that can't be done without the vehicle being parked on a pavement
- Vehicles used for roadworks or removal of obstructions
Please note blue badge holders are not exempt from pavement parking rules.

We can also consider exemptions to specific locations if:
- the pavement layout or character would allow for a width of 1.5 metres to remain unobstructed when any part of a vehicle is parked on it
- the layout or character of the carriageway associated with the pavement would obstruct an emergency vehicle, if a vehicle parked on the carriageway
We identified and assessed over 800 streets across Aberdeenshire, to determine if they should be exempt from the ban. In our assessments we have only recommended exemptions where there is an accessible alternative way for pedestrians; either on an opposite pavement or on a carriageway appropriate for shared use, and ideally with a speed limit not exceeding 20mph.
Exempt locations will be clearly signed and marked. These locations have exemptions in place:
- Collieston: High Town, Slains Road
- Drumlithie: Glenbervie Road
- Fordyce: Pitchaidlie Place
- Inverurie: Provosts Circle
- Muchalls: Monduff Road, Stranathro Terrace
- Oldmeldrum: King Street
- Tarves: Tree Road

If you are aware of pavement, double and dropped kerb parking, you can report this to us. We will investigate submitted reports, but we can only take action where we see the offence.

Please note parking restrictions for heavy commercial vehicles (HGVs) are not enforced by the council. You should contact police to report HGVs.
